In New York, shootings are up 188 percent compared to his time last year, while homicides are up by 750%. The President will lay the blame with guns on Wednesday as he unveils a 'zero tolerance' policy to firearm dealers who fail to comply with federal law - their license to sell will be revoked on the first offense.
